It's not buggued for sure. It's an untweaked OS, just 3 services disable : Defender, Update and firewall.

I tried on 3 differents an untouched OS : W7, W8 and W8.1, with latest XTU and even on air and stock settings it's always giving me 0Ghz and nothing on temp.

The frequency line is straight. Modos, can you check please an tell me if it's ok or not?
