Local availability does not matter. Only released or not. Even if it's not for sale it's fine.

Well it's available on newegg so it's obviously released. The release date was already during computex.

Both, Impact and Formula were released at the Computex 2014 press conference which should count as "released". Would wait for massman to confirm it tho.
Released does not mean available for sale or local availability.
^ It has to be available SOMEWHERE, usually that being US/Korea/TW, no paper releases.
