Your 3DMark01 score is kinda low for a 2.65Ghz overclock. You should be able to oust the 2nd placer who is using Turion M600 (2.4Ghz).
Quite lazy to test the tweaks n run sequence. Care to leak some tips for your run?
Tip: Catalyst 10.6 is not a good driver for benchmarks.
Your other benches, 3DM05 and 06 which aren't really sensitive to LOD tweaks and such. How did you get them high points? Unless, you're not running default settings...
Check the score of your fella http://hwbot.org/community/submission/1061830_verdict_fx_3dmark_2001_mobility_radeon_hd_4200_11476_marks
Would you believe that?

I am also using Fusion Utility so I know the improvement it will give. And I think your fellas is also using that. I don't think DDR3 Memory will boost a higher score than a 540Mhz difference in processor speed. Overclocking the processor will also overclock the memory so that should give higher improvements.
