For some reason CPU-Z couldn't identify the RAM speed well, so I've uploaded an everest screenshot from it.
I can't raise the voltage either, but it's not needed. The CPU can OC more than RAM, so the key is the FSB:MEM ratio, which I can change in the unwhitelisted(hacked) BIOS for 311. I don't know if there is one for your EeePC.
