My CPU stays close to 100 while gaming, even with settings turned down. I have a water cooler on it, but it doesn't seem to help much. What do I need to do to keep it around 85?

Lower voltages maybe your board overvolts big time, check the water cooling mount and the Thermal paste  print. If it still stays too hot maybe you can ask for a cpu swap.
