3:4 should be available for 100fsb cpus only. Maybe board has jumper to force 100fsb? Another way will be bsel.
FYI I did my scores with 100/133 strap, booting @130mhz and overclocking from windows. My board wasn't capable of 200mhz 1:1 btw.
I tried a celeron 1.6GHz and still no 3:4 even running at 100MHz FSB
and P4B i have deosn't have in OS control because it's maxdata OEM board flashed to retail BIOS so some weird resource/SM-Bus issues... Might get retail P4B if i find for cheap 
actually real P4B doesn't support setfsb and so on as well. No need to spend any money on it. I'm also stuck at 200MHz :(
did you try cpufsb?
